Small holes developing in the SPA Floor / plumbing?

The tiles started coming off of my SPA floor so I started investigating.

It's about 17 years old. And the tile looked like it had possibly been repaired in this area by the previous owner.

If you look closely you can see perfect little holes throughout this plumbing. I'm not sure if this is return or drain plumbing.

Any ideas what causes this? Thanks

If you can see on the photos there are small holes in the plumbing and grout. Almost looks like perfect drill holes.
