Skimmer Valve Question

It seems my skimmers are not pulling in water? Does this mean that my skimmers are closed?

I can't see the pipes labeled, but wherever that OFF tab is pointing, that's what pipe is closed. Handle end is open.

I took a better pic, right side is the skimmer area, the middle is the pool drain, left is the pool drain return.

Suction to the entire right side is shut off.. If you have two skimmers on the right side, neither one is getting any suction..

Maybe that is why they don't work...

I suggest that you open both skimmers and shut the valve going to your main drain so that it is only open about 5 or 10 percent.
