Setting up pool without water

My town wants to see the pool setup completely without water. I thought I read that could harm the liner to have it up in the heat without water did I read that correctly? If that is correct anywhere I can point to so I can explain that to the inspector?

It might be up without water for a few days while they schedule someone to come out.
 
What model pool and liner are we talking about?
 
A few days without water is okay. Just be aware that a good wind can pick the pool up and toss it across the yard when it's empty....ask me how I know! After I set it back up, I put a couple blocks in it to keep it on the ground until I could get it in place and fill with water. Mine sat empty for over a week with no damage, even after the ride in the wind.
