Yes it looks to me to be Blue Pepper. We are fairly new to pools, we just bought the house two years ago and we are first time pool owners. The pool was neglected before us, we are learning how to take care of it. It’s 13 years old so we are thinking it needs to be refinished unfortunately. But we are looking for advice.What type?

The particles look a lot like the aggregate in the plaster.
Periodic low CSI can contribute to the cement dissolving and making the aggregate fall out.
