Salt Level is reading to low

Hi! I have a Goldline Aqua Trol SWG using the Turbo T-Cell-5. This is the RJ model. I recently replaced the PCB and now the "Check Salt" and "Inspect Cell" lights are flashing. I removed the cell and cleaned it according to manufactures instructions. Re-installed the cell and still have the same lights flashing. I took the cell to my local pool dealer to be tested and they said it was working fine. The Salt level reading on the Aqua Trol is 2400, the pool dealer said it was 3800. They also said my chlorine level was low and had me add 2 lbs of shock. I am baffled as to why these lights are still flashing. Can anyone help?
