Sacrificial Anode

Shouldn't this be grounded to something.
There is no ground wire attached to this anode.
& This pool was just built...

It should be connected to the bonding wire. That's what the split bolt is there for.

Probably not grounded - but possibly bonded.

Google is your friend - In looking at the companys website, the bare copper wire is for bonding to the other pool equipment.
