Rusting, and staining liner, how to replace ?

Moved into new house with 24ft pool, and I noticed there's rusting metal part that's just crumbling away, and staining the liner.
Can this be replaced while there's water in the pool ?
Not familiar with assembly of pool, so not sure what is it that's rusting, and how to go about changing it out.

Hopefully its just the inner rails affected - inyopools.com has lots of parts for many different manufacturers you can contact them if u need help identifying your pool but i have a feeling most 24’ ones will work so long as they have the same curvature & dimensions.
They come in sections roughly the length of each top rail.
To replace them you need to remove 2 top caps, then the top rail, then the rusty rail.
When replacing give the wall behind the liner a peek to be sure you don’t have a larger issue.
Like Woody mentioned go ahead & get some extra caps & plates especially if yours aren’t resin incase u run across some rusty ones or damage anything while you’re at it.
