Repair advice, broken waterline tile/stone.

Opened pool this morning with the water well below the tile as I had a pump on the swim out all winter. By the step in the shallow I found this broken piece just laying there with a hole above. Looks like travertine but I may be wrong but it surely looks to have been a defective from the get-go. I'm not filling the pool till I can repair this. What would be the best product to hit it with. How deep is the hole?

Fill the hole with hydraulic cement or pop the stone off and replace it.
 
somehow they didn't have the thinset on every inch of the tile.
Typical lazy tiling.

Rather than covering the wall with thinset and then fully buttering the back of every tile they just put a blob of thinset on and slap it on the wall.
