Removing Dead Algae. How?

My pool has probably pounds of dead algae on the bottom of it. I need to remove it but cant figure out how. It's in ground and doesn't have a drain. I attempted to vacuum out the algae and water through my backwasher but found there was air getting through so the pressure wasn't very high, and I couldn't do it for more than a few minutes without starting to flood my neighbors yard. The algae is also too fine to go through my sand filter or my robot vacuum.

Any advice would be appreciated.

I have a couple of questions to help me help you:

-What kind of filter do you have?

-What kind of vacuum were you trying to use?

Set MP valve to waste (while pump is off) then vacuum like normal while maintaining water level at half way mark on skimmer. It will be time consuming unless you can refill water rapidly.
 
For my manual vacuum I would open up the valve just a bit to help slow down the flow. Then I would go slow and vacuum up what ever was in my pool. I would also have the hose going to add back water while it is being vacuumed out. It might take a bit of doing but it can be done.

The air leak-could it be the water was not high enough for the plate to form a good seal?

Do you know about adding DE to your sand to help it filter out smaller stuff?

It's a Hayward Pro Series High Rate Sand Filter, filtration area is 3.1 square feet, rate is 20 gpm per square feet, filtration flow 62 gpm, max psi is 50.

Was trying to use the cheap hose vacuum, it's 4 years old.
