My pool water is pretty much always spot on and I work hard at keeping it that way.
We're going to be having a few birthday parties soon for the kids and I'm trying to figure out what I should do before, and after. Since they're all younger kids I'm assuming there's going to be a good deal of........ammonia to deal with.

Generally my water is :

pH : 7.5 to 7.6
CYA : 30-ish
FC : 4 - 5.

Before the in rush of kids should I raise my FC, or should I leave it at 5 and increase it after everyone leaves?

Raise the FC to 6 before the party.
If it is a couple hour party, test every hour, if you want, and add chlorine to get back to 6. Pour in front of the return and brush. 5 minutes later, you are good to swim...5 minute breaks won't spoil the party.

Nobody will know up to SLAM for your CYA. (40%). It's less harsh than tap water with 0 CYA and 1 FC, and tap water may have up to 3 FC.

Is there any chance an fc of 10 would cause eye irritation etc?
No. If there's eye irritation, the cause will be something else (CC, pH, etc.). It's the lack of chlorine that will cause eye irritation. For CYA 30, SLAM FC is 12, which is perfectly safe to swim in.
