To help us try and diagnose what's going on, some more info would help such as:
1 - A full set of water test results from a TF-100, TF-Pro-Series, or Taylor K-2006C test kit.
2 - How old is this pool/plaster?
3 - What chemicals do you typically add on a daily/weekly basis?
4 - Have you tried any DIY testing of your own yet? If so, what did you try?

I was just responding to your post when Pat replied and said everything I was gonna say. My previous pool was grey plaster and had similar mottling as yours. I attributed the defects to nothing but the age of the plaster.
