Pavers under legs...

Somewhere I read... (maybe a different forum) that I should put my leg support pavers even with the top of my sand .
Just doesn't look right to me... so this forum says to make them level with the ground.
I have about 3 inches of paver base contained within a cement block circle.
About 1-1/2 inches of sand on top of that.
I was thinking to sink the 4 inch thick pavers into the ground so they re even with the top of the paver base, not the sand.
A Rhino pad will be put on the sand for added protection.
I would love to hear some thoughts on this.
It's an Intex 16x48 Ultra frame...

Really and truly I think this is saying the same thing. The pavers should be even with whatever is the base of the pool. Be it sand or "ground" or dirt it all should be level. If you put sand on top of the support the legs will sink down to the support over time and as they move.

What is your "paver base" made of?
