Those bowls can be algae breeding grounds.

Does chlorinated water flow through the bowls from sunrise to sunset?

OCLT directions say to make sure that the pump is running for 30min before testing. So its OK to be off overnight?
Sure, but needs to be run 30 minutes before testing in the morning...and your test needs to be before sunrise (6:22am)...so pump on by 5:52... :)
Also, big rain expected tonight. Will that impact things?
Doesn't usually, but can. Would be good to get a baseline OCLT, even with the rains.

No. They get water flow for ~1/2 the main pump runtime.
I scrubbed them out several times using straight bleach.
The far right circle you noted is a floating basketball hoop ;)
They do collect sand though.
I think you may find chlorine rapidly disappears when the water sits still in the bowls. That lets algae take hold.

What times do the bowls flow?
