Not Enough Flow Through Chlorinator ???

Hi

I have a pentair intelliflo VS pump, pentair chlorinator. I typically run the pump on a program at 35GPM 23 hours a day and 100GPM 1 hour per day. I don't love tabs, and mostly use liquid chlorine on a regular basis, but when I do use tabs, they do not get enough flow through the chlorinator to keep the chlorine level up. Has anyone seen this with low flow in a variable speed pump?

How old is the Pentair chlorinator? What model? I have a Hayward CL200 chlorinator, they can get plugged up with age and the dial can stick closed.
