Surprisingly, some algae can be very resistant. So extended exposure and disruption through brushing is needed to kill it all.

Did you leave the lights out? You should be able to leave the fixture on the deck and allow the chlorinated water get into the niche freely.

I got a TF-100 shipped to a warehouse in Ogdensburg, NY (myusaddress.ca) and picked it up on a trip from Ottawa to Toronto. They do have a push-it-north service if you're too far from the border
