New liner gathered / wrinkled

Started installing our liner (overhang) and parts are nice and parts seem to be gathered. It looks like the cove seam is off by 1-3 inches from one end to the other, but would that be causing this issue?

Not a pro with above grounds but it looks like liner isn't straight into track. When you set it the ripples need to be vertical so water pressure pushes it tight. That may lay flat once water is pushing on it

I think this is exactly what we did wrong. Continued filling it up today. Didn't want to waste 2k gallons for a few wrinkles.
