Here at TFP the reply will be unanimous .... toss the strips in the trash. They are horrible and unreliable. Get yourself a TF-100 (link below in my signature) or Taylor K-2006C test kit. Reliability stars there.

I think you have just proven for yourself how unreliable test strips actually are. It is impossible to have 3 FC and 0 TC in the same sample. Total Chlorine by definition is the sum of FC and CC, thus could not be zero with FC of 3.
