Mystery leak, only when pump not running

That would lead me to think you have a leak in a suction line. The vacuum keeps water from leaking out while the pump is running.
 
A leak in the suction line makes sense to me, except for one thing I don't understand. A few years ago I had a small leak in the suction line. It didn't leak water, but when the pump was on it sucked in air and there were lots of air bubbles coming out of the return. The leak detector guy who located the leak said a small one would suck air but be too small to leak much water. Now I have just the opposite condition. Water is leaking but no bubbles in the return.
