MiniMax Nt 400 control board dead

first pic is control board lit, power and press. sw. LEDs on. second pic is spa heating on with power, pressure and thermostat LEDs on and fan motor running no sign of heat light. third pic is after five minutes fan shuts off, and power, pressure sw. thermostat and service lights on with E04 message.

Please see information on that error code, 04, here (that's why the heater won't fire):
 
replaced air flow switch, tube, ignition module main display board, and transformer (to fix dead display board). All new parts. Still heater will not light. Fan works good no problems. No broken or bent blades. No noise from fan. When set heater on pool, display shows L0, fan runs and blows air out, but no heating. After five minutes display show E04 and shuts fan off. Any Ideas?

You're throwing good money into a heater that is obsolete. Was a very problematic heater to begin with. Was first made by Purex, which was bought by Pentair in, I believe, the late 1990's.
Hasn't been made since shortly after Pentair acquired Sta-Rite in 2004. One of the many things they wanted was the Max-E-Therm heater. That's why the Mastertemp is just a Max-E-Therm in a box.

Are you getting 24V+/- at the main valve when there is call for heat? How cold is your pool water? LO can mean that the water temperature is too cold for the heater to operate safely, without a lot of condensation getting into the firebox from the heat exchanger.
 
You can just replace the capacitor to see if that helps.

You can remove the capacitor and check the capacitance with a multimeter that can read capacitance or you can measure the volts and amps at the capacitor under load and calculate the capacitance or you can measure the fan speed or you can measure the power factor of the motor during operation.

Amps x 2652/volts = capacitance in MFD.

 
The water is cold, I'm sure it's below 58 deg. I started the heater again, and again no heat. I get E04 code, fan failure. I'm going to find a fan unit on line. Very hard to find, seems it's obsolete. The only place is Ebay. All say motor tested. Going to bite the Bullit .
