Main Drain Shut Off Replacement

The last couple of winters my closing guys haven't been able to drain the pool past the skimmers since there is no flow from the suction side of the main drain. I figured that maybe the main was plugged but after some inspection I believe the main shut-off valve is broke and in the closed position. I think this because when I went to turn the valve it just spin and spins and the shutoff shaft is loose. Is this valve rebuildable and if not what value should I use to replace it?

Replace it with a 2 way diverter valve from Jandy, Pentiar, Hayward, or CMP that is rebuildable and made for pools.

I doubt you will find the mechanism to rebuild it. There are so many different manufacturers and models of those type of valves. Do you see any names or numbers on the casting of the valve?
 
It appears you already have a Jandy 2-way valve between the broken metal gate valve and the pump. If that is true, just cut out the metal gate valve and replumb with PVC pipe.

Get rid of the gate valve. Those others are old Jandy "Space Saver" valves. Parts are available, but, being Jandy, prepare for sticker shock. Here's an example:
