Jandy LXi heater not working

Help!!!

When I turn the heater on nothing happens and there are no lights on the heater user interface. I’ve followed the troubleshooting guide and used a multi meter to check voltages across the transformer, power interface board, and power distribution board. All have the correct voltages. I even bought each of those parts and tried replacing individually with no luck.

One other item worth mentioning - when i turn the heater on the light turns on on the main aqua link rs control box but nothing happens with the heater.
