It could be, or it could be some dust that blew into the pool.
How are you testing your water? If you have a quality kit you can do an Overnight Chlorine Loss Test to confirm if you have any algae being killed by chlorine in the pool or not.
I have a Taylor test kit, it’s doesn’t appear like dust as it doesn’t lay flat on the pool bottom like dust it almost has a texture to it. If that makes any sense, it also showed up in the same general area 2 days. I’ll test the water and get some

I've found that with the pump running, any sediment in my pool, no matter what it is, shows up in the same place due to the way the returns push the water around below the surface.

You might be spot on with this, tested last night and again this morning.
CYA 50-60
PH 7.3
TA 60
FC 8.5.
Tested the same thing this morning using the 10ML sample.
Tested again 4-5 hours later and I’m getting the same 8.5FC I’m assuming I’m not losing much if any due to the fact it’s 60 and cloudy?
