Intex wall skimmer - no suction

I've got an Intex 14' pool (details below) and the sand filter pump - so it should have sufficient suction to support this.

I bought this skimmer which was promising. However the dual filter outlets seem to be confusing me.

I would assume that 2 outlets into one hose means that if one outlet is closed off/blocked that 100% of the suction would be through one of the outlets. However I can't seem to validate this concept as any time I try to hook it up, the skimmer gets zero suction (with both outlets enabled or one blocked to try to give it 100% of the suction)

I have triple checked the manuals. I don't see anything that helps. Anyone else have a dual outlet (state of Virginia requirement or something?) and a skimmer that works?

You are correct, if you completely block one port, the other port should get 100% suction. How are you blocking off the other port?

When you hook up the skimmer hose to the suction port, can you feel suction at the end of the hose before you attach it to the skimmer?

Do you have the skimmer mounted low enough that the inner blue basket floats freely? It should float an inch or so up out of the outer part.
 
Yeah - the inner blue basket floats freely. It seems like there is a very small amount of suction as well - prior attempts to set it up I believe it lost suction on that side of the 2 outlets until I turned the pump on again. At one point it felt like a reasonable amount of suction. But it seems to be temperamental, when it's all hooked up I can't really feel much in the bottom of the skimmer but it does seem to catch some random little things.

When trying before I blocked the port a couple different ways. Some that should work good enough.. I don't have any actual parts to block it off "properly" but it should have worked.
 
I had the same problem even with a larger pump. Your pool should have come with two black plugs. Some skimmer kits also come with a plug that has a small hole in it. Place the plug with a small hole (make a hole if you do not have one pre-punched) in the non-skimmer port and it will cause the majority of the suction to go thru the skimmer making it work much better. Also allows a suction side vacuum to work properly. However, your pump is fairly small, so I don't think the suction will ever be great.
