Intellichlor fuse broke and is now stuck

Hi all might be hard to see but my intellichlor recently lost power. I went to take the fuse out. It looked shot, but the cap on the one end is still stuck up there. Any ideas on how I can get it out?

The original fuse holder on those Power Centers had a problem with the fuse not making contact inside the holder.. Here is a link to a new kit.

You might not need it, but it will give you an idea what they look like..
