Intellichlor "cell" light won't stop blinking.

According to my IC40 manual, the flashing green cell light means the scg needs to be inspected. The blades may have calcium buildup. The cell is not producing chlorine.
 
If you have made sure the cell is not filled with scale, as you say you did (clean), then if the Cell light continues to flash, the cell is dead.

Order a new one.

I have yet to see an IntelliChlor that is clean, and still has a flashing Cell light, that was not dead.

The 'life-left' indicator is more of a guess, than a actual indicator about the life left in the plates.

Sorry, but you need a new cell.

How old is the one you have? They tend to last 5 to 7 years.
