I wasn’t sure what that decking was. Weight it down with sand bags you think?
I would build it, then fill the pvc with some sand. That way it adds the weight without the ugly bags.

Thinking about this a little more. Because you are going to have to drill holes in the pvc to attach the steps, inevitably water will get in.
So, if I was to build it, I would make the base filled with sand, then at every 3 way T leading to the uprights, I would seal it off with hydraulic cement. That way your sand stays dry.
To over engineer the thing further.
I would drill holes in the pvc uprights close to the 3 way T’s you closed off with cement, and air holes at the top pvc sections, so when you remove it, all the water drains right out easily.

Try to find 316/316L stainless steel screws so they don’t rust. Typical SS screws at the big box stores are 304 ss. Amazon is your friend for that.
