Thinking about this a little more. Because you are going to have to drill holes in the pvc to attach the steps, inevitably water will get in.
So, if I was to build it, I would make the base filled with sand, then at every 3 way T leading to the uprights, I would seal it off with hydraulic cement. That way your sand stays dry.
To over engineer the thing further. I would drill holes in the pvc uprights close to the 3 way T’s you closed off with cement, and air holes at the top pvc sections, so when you remove it, all the water drains right out easily.
