The amperage and instant salt in my Hayward salt cell is consistently at 0, but if I switch the dial to 100% the amperage and instant salt levels are normal. No error in the panel, and green on power and generating lights.

What does your salt test say? Is the device making chlorine?
My belief is that machines lie, so I only act on actual test results.
Your salt system may need re-calibrating. You don't say which you have so....
