It looks like the other rails were also starting to pull away from the ledger. I'm guessing you're going to need a _lot_ more screws to hold it on. Maybe some structural screws like Timberlok
Bummers. You could have wrapped a steel cable behind the coping boards to make a top cord as Gwegan calls it.
So wood supports from the top rail down to the bottom of the deck support creating a triangle or 45 degree angle could help. Triangles are the strongest shapes.
