Getting rid of tiny bugs - noseeums?

I live in North Carolina and recently put up a 15' Intex temporary pool. We get a lot of small flying gnat like bugs that have a small bite - they seem like sand flies or noseeums. There's also bugs crawling around outside of the pool. Any recommendations for getting rid of them.
 
For such a tiny thing they sure do pack a punch. So far the only thing that works with them is a good, stiff breeze :( You can set up a fan and turn it on high pointed at the area you want to use outside. Just be safe as far as water and cords.

No to the dunks. How they work is to kill the mosquito larva. What you are dealing with (we call them sand nats) come from the sand/dirt. You MIGHT be able to treat the surrounding ground with a insect product but I have not found it to be effective :(
