Being a person that is very inquisitive and wanting to know as much as I can about pool chemistry: Is it possible to PASS an OCLT and have 0 CC and STILL have an alage problem?

As long as you can see algae, there is no sense in even doing the OCLT..
If you can see algae, you need to do a SLAM, and one of three criteria to complete the SLAM is no visible algae.
