fountain uneven.

Hello,
We bought this house recently and the water cascades down the steps of the left side of the fountain and not the right. We had the pool retiled and resurfaced this week and the pool contractor made sure that it was completely level on the top where he tiled, but it still only cascades on the left side of the steps. There is an area that holds the water and we noticed that the water level is lower on the right side. Any ideas on how to fix this? Thank you.

When you say lower on the right side, do you mean deeper? Do you mean lower than the top step on that side? If so the step isn't level. Water is always level. In the right side of the picture it seems that side of the step is a bit higher according to the tile-line, which is level. Not by much, but enough that the left side will flow first. Increasing the flow to the basin might compensate for that.
