I'm trying to take my filter apart for the first time and I can't get the bolts holding the ring to budge. Am I going to have to cut them off and get new ones?

If its just stuck on or corroded, you can soak it with PB Blaster to get it broken loose. PB Blaster is the best stuff ever for things like that. Soak it and let sit for 1/2 hour or so. Its available at auto parts stores and I think Wal Mart may carry it.
and last but not least, righty tighty, lefty loosy. Make sure your turning the nut the right direction, which is counter clockwise.

No luck with PB Blaster or anything else. The bolt itself just spins and there's nothing to grab onto with the head of the carriage bolt. I'm out of ideas except for grinding it off.
Or cut it with a jig saw (maybe sawzall) and replace it with a stainless hex head bolt.
Vise grips probably won't grip the center section hard enough, but if you're going to saw though it anyway, it won't hurt to try. So what if the bolt gets all scarred up?
If you don't have a die grinder, or a Dremel, you can buy an arbor (mandrel) for your drill. A cutoff wheel will go through that bolt like a hot knife through butter.

Guess I'm breaking out the Dremel tomorrow night and cutting it off. Easy enough to get another bolt from Lowe's with a hex head. Wish I could do it tonight but we have the potential for baseball size hail. Good times!
