Does a natural gas heater need a regulator installed?

Depends if you have low pressure or high pressure gas service to your house.

No regulator required for low pressure gas service.

If you have high pressure gas service it then depends if a regulator by the gas meter lowers the pressure for all appliances in the house. Or high pressure is run to each appliance and a regulator then reduces the gas pressure.

A regulator provides no safety benefit.
