Pool was a swamp, I decided drain it and start over. Do these white areas need to be completely removed before refill? I pressure washed it. It's pebble tech

Generally acid wash is not advised. The power wash is the recommended solution which you did. It is hard to put your photo in context. Is this a very small area in 1 section of pool?
You could put some MA on a rag (wear gloves, goggles and mask covering over nose/mouth) and dab it on the white spot to determine the effect.

If it was a swamp I wouldn’t acid wash or pressure wash. Fill it back up and do the SLAM and see if things even out.
