Does anybody have "DIN 19643" in english/german version?
Or can anyone refer me to a website where i can download it?

I doubt you will find them online (maybe on the "dark" net). DIN is the equivalent of organizations like ASTM and NIST in the United States. They publish standards for all sorts of technology and industries and, like any product or service, those standards manuals need to be purchased.
