If that is on a suction pipe then you can add a little pvc glue with a syringe in the joint while the pump is running and it will suck it into the joint and seal it up. If it is on the pressure side you can try it to just be sure the pump is off for a while so it has time to set up.

Yes, dig around a little with something sharp to clean it up and look for any small voids to focus on and run a little around the joint.
