Why does my PH level look perfect with a test strip, but water test color says it's high. My pool is brand new, only swam in it twice, all levels look good except for the PH water test. If it is 8.2 how do I lower it?

We know that test strips are guess strips. So discard them.

Great. That test works for pH as long as FC is below 5ppm.
Your pH looks to be about 7.8 to me. No issues.
You need a proper test kit. See Test Kits Compared
Well all those reasons are why its high. Did your builder give you any guidance about lowering pH with muriatic acid? And did he tell you that running water features causes aeration which along with new plaster work to raise pH?

I have a TF-100 but was just using this one because it was easy to get to.

Use the TF100. Like I said, the other one is OK but any FC at all and it can be affected.
I just did it with the TF-100 Taylor 3-way, I think you were right on at 7.8
I got no instructions, Except to brush twice a day for ten days.
