See points 4, 5 & 7. I think some combination of those sloppy practices cause your look. It could be better. But if you only have cosmetic problems be happy.

I wanted to do a custom mix from Diamond Brite and they told me if it wasn’t one of thier “recipe” mixes of thier regular colors. Warranty would come into play. As soon as they said that I said no way I was going there. 2 builders I talked with did thier own mixes to change color. That’s why I called Diamond Brite.

Is your pool builder Van Brills? Landi? We went with an aggregate finish specifically because my wife didn't want to see the uneven color. We used a product called Wet Edge, which is similar to Pebble Tech.
