CC can be zero and still have FC loss. CC's burn off quite rapidly in sunlight and are not a good test, alone, of anything. They are an indicator. When you test over 0.5, it means there is an abundance of organics being consumed by FC. So if you are testing 0.5 or less CC, then you just do not have an abundance, but could have some organics still being consumed.

Stay at the SLAM. When you have crystal clear water during the day then run a Overnight Chlorine Loss Test that night. Those are the most definitive tests.
 
Water has been clear for a few days now, probably since late Monday.
Overnight loss 1ppm.
Had 6.5ppm at 11:30PM and 5.5 at 10:30AM, sun was out since 6am.

Question - how can I test chlorine strength? If I add it in front of the return jet at night, now soon can I test it? Should I wait longer if I add 2-3 gallons instead of 1?

After adding chlorine or acid with pump running you can normally test its effect in about 30 minutes. To insure a complete mix you can bursh your pool a bit to really mix it up.
