Clorinator is off due to low temp..outdoor temp is 70

I have not cleaned clorinator ever..going on 4 years operating fine. Advise?

You should remove the cell at least once a year and inspect it. If there's no build up, which there likely won't be with balanced water, you're good.

Water temp below ~55 usually makes the device not produce until water warms up.

The SWCG function is based on water temperature of the pool, not the air temperature.
For Hayward, I believe the system stops producing when water temp drops below 50f. At least this is how my Aquarite T-15 behaves.
