Clay and Shale Ground for Pool "FRUSTRATED"!

Frustrated to no return! Installing an 18ft round pool. Yard was on a slight slope about 10" over the 19foot. so we had to dig it out. Its all dug out to within an inch all over. The problem is the ground is hard clay with shale rocks all throughout. This makes fine tuning to level out pavers and track almost impossible because we keep running into more shale and depending on the thickness and size of the shale makes it very hard to level out. My question is, Can I just put a layer of crushed limestone around where the track will lay to get things smoother and then just use pavers all the way around? I would then bring in a load of sand in the middle to bring up level to the pavers to help protect the liner? Also have a pad and Styrofoam coves for the walls.
ANy help or suggestions would be appreciated!!
