Hello,
I have a pool under construction 35 x 12 x 6 deep to 3 ft deep shallow end, with 8 x 10 hot tub spill over, fiberglass pool. My builder did not put any main drains or vacuum lines in?? Is that normal industry standard? Where can I find information on required circulatory systems for pools?

Shallow pools do not need main drains. Many pools do not have main drains and operate fine.

Vacuuming into a filter is the worst type of pool cleaning and is from the last century. Pool robot cleaners are much more effective in cleaning a pool and don't clog up your filter.

Is a pool 6ft deep considered shallow?

Yes, you don't have a deep end hopper where a main drain may help circulation.

I only have one skimmer, pool is 12 x 35 by 3ft in shallow end and 6 ft in deep.

I would be more concerned about the one skimmer then a main drain. I want two skimmers. If one skimmer gets clogged or cracked you can shut it down and still use your pool. With one skimmer your pool is shut down until it is repaired.
