Can you have pebble tec replastered?

Hello, new to the site but not new to pools. This is my fifth home with pool and second pebble tec pool. This new to me home has a pebble tech finish which has been poorly maintained, and the Portland cement has been eaten away by poorly balanced pool chemicals. Weekly there are a small amount of pebbles coming off, but there still seems to be a fairly decent amount of pebble on the surface but IT is extremely rough on the feet and hands. I actually have about one bag of these pebbles saved from when I clean out the pump basket over the last year
My question is can this surface be re-grouted so to speak with Portland cement and then acid washed to save the surface or does it all need to come off and be refurbished with a new product?
I am a huge DIYer and to me it seems possible but I hate to ask a money hungry contractor who will tell me it needs to be replaced when I might get a more conservative answer here.

Hi and welcome to TFP............I concur with @ajw22 that the current surface cannot be save I am sorry to say.

The most important thing you can do is get at least 3 quotes, more if possible. Make sure they will do a full chip out using a flat chisel. Some might to undercut the price by trying to only do the "bad" areas. That will cost you in the long run.

Once you start getting your quotes share them with us so we can look it over with you.
