I don't think that the tank has to be bonded. It doesn't come with a bond lug. Maybe the code can be read that it has to be, but nobody does it and I don't think that an inspector would require it.

As long as the tank is more than 5 ft horizontally from the pool, it does not need to be bonded.
 
It does & rarely noticed by officials. I’ve had to do it on rehab jobs..
I did not feel it to be worth a contention.
A fitting was/ available, basically a nut & washer to attach to tank band. Really ancient stuff.

The “logic” was/is
- 9” sq inches in contact with pool water is the basis..

Sometimes it’s best to jump through the hoops & move on.

A metal filter can act as a water bond, but it doesn't have to be bonded as long as it's at least 5 ft from the pool.

The water has to be bonded, but it doesn't have to be by the filter.

Paver tubes might technically be required, but I doubt that anyone has ever bonded paver tubes. It's not realistic.
