I am used to treating algae in PA with a vinyl liner. I now have a house in FL with a cement pool. It has gotten black spots that appear to have actually eaten into the cement. How do I correct this issue?

That is likely Black Algae. Take some pictures. Get some of the material and smear it on a white paper. If it smears green, it is black algae.
