Hi, welcome to TFP! The first and best line of defense is eyes on the kids whenever they are outside.
Put a door alarm on the door that leads to the pool area so it chimes or sounds off whenever that door is open.
Put a fence around the pool area with a gate that locks.
Keep all pool furniture inside the gate so a kid can't drag it to the fence and climb over.
Get a ladder that folds up and locks.
Lifejackets for anyone who cannot touch bottom with their head above water.
When you have guests over a parent needs to be in the pool with their kid for them to swim, and another adult needs to make frequent checks of the pool to make sure no one is having trouble.
We have kids and an above ground pool, but no alarm. We have a deck for our pool with a locking gate. Even though they are old enough now to open the gate they know they are not allowed to open the gate for fear of a severe punishment. In the winter, I padlock the gate. Generally, no one plays outside alone so there is always a buddy to run for help if needed. Also, I keep a close eye on their activities.
We have a 5 year old and twin 3 1/2 year olds. We are CONSTANTLY talking to them about "water safety" and they all know they are never to be on the pool deck without an adult and without a life jacket. (We have an AGP with a deck around it attached to an upper deck that's attached to the house). However, kids are kids and they do naughty things without warning sometimes so we also have an alarm on the sliding door leading out to the upper deck and a lock on the gate that leads down to the pool deck. Sometimes the lock is a pain, but better safe than sorry.
My biggest recommendation is to never trust toddlers. Figure out a back-up safety plan (gate or lock) in addition to teaching safety and buddy systems. Regardless of how well behaved kids may seem, toddlers can be unpredictable.
Thanks all... we have an extra lock on our patio door now... I take the ladder out and store it in a locked shed when not using the pool... just trying to think of anything else we can do... didn't know if folks had recommendations for alarms or other options. I have a 3 1/2 yo and a 1 1/2 year old.
