Adding to Concrete Deck, is bonding required?

I'm considering adding to my existing concrete deck (where the river rock is located). It will include drilling rebar 'pinning' every 2 ft into the side of the existing deck to help prevent the new deck from rising above/falling below the existing deck. Because this would be within 5 ft of the water's edge, would this new section need to be bonded or added to the existing bonding?

If you add wire mesh or rebar into the concrete, it should be bonded.

If you do not use rebar or wire mesh, I do not think that you would be required to add additional bonding.

In any case, I would use rebar or wire mesh and bond the rebar or mesh in at least 4 spots and run a bond wire to the equipment bond wire and connect it.
