Replaced PCB and getting some strange behavior

I am doing some trouble shooting because my system is starting to show its age.

Background:
Salt reading "very Low". I take the cell to Leslies and they say it tests fine.
Have a guy out and he says he can replace the PCB. The price is too high to I replace it myself.
I literally took 1 wire out of the old board and put it in the new board one by one and compared to a photo they are wired identically.

Now when I toggle, it only goes between pool and spa. It never goes to spillover.
Additionally, when I click heater, nothing happens.

Are those symptoms of anything that I can test or should I assume this is a bad board?
