What kind of shape is the stem in and does it have any ring material still attached that you could glue/tape too? If it doesn't maybe buying a cheap blow up air mattress or tube and cutting out the stem section with extra material. You could then use some vinyl repair kit adhesive to attempt to attach the new stem to the ring?
I saw you asked about glue in another thread. I have seen boxer 100 mentioned for liner repair on here, but the ring material on those intex pools is awfully thin. This might be better if you can do the repair above water (which you should be able to):http://www.boxeradhesives.com/product/1drop.html
