So the heater was submerged with Hurricane Harvey, It will not power up... Is it done or can something be done?

If it is getting power and not turning on it could be a part that is replaceable. Depending on how old it is you can decide if you want it repaired or replaced.
Any gas control or valve that was submerged must be replaced.

Plus if it had power to it when it was submerged, you might have more parts to replace so might better to get it covered thru your homeowners insurance.
I had the same issue. I replaced the transformer ($35) and that fixed that issue. I'm still struggling with the blower though.
